In India, the Panmasala market, driven by aggressive advertising and convenient packaging, has been driven by a significant shift from tobacco products to Panmasalas, especially after the Maharashtra countries lifted the ban on Panmasala products. Preferential authorised practical packaging and significant investment by manufacturers and advertising campaigns have moved other tobacco products away from pans.    

In 2019, the Bengali government, led by Mamata Banerjee, introduced a ban on gutkha, betel spice and other tobacco products. In the interest of public health, numerous other Indian states have taken the initiative to ban Panmasala and other nicotine-based products. The West Bengal Government announced on October 26 that it would temporarily ban the sale and production of pan masala and gutkha which contain tobacco, for a year.
 7 November 2021, A One-Year Ban    

On 7 November 2021, a one-year ban will be put in place on the production and sale of gukha and pan masala containing tobacco, in accordance with the order of the Government of West Bengal. According to a statement issued by the state Department of Health and Family Services, the one-year ban on production and sale of Gutkhas and Panmasalas will come into effect on November 7th, 2021. The statement said the decision had been taken in the light of people's health. In accordance with the order of the Government of West Bengal, a one-year ban on production and sale of tobacco with vouchers and panmasalas will enter into force from 7 November.  

According to the State Commissioner for Food Safety, the ban on Gutka and Panmasala was imposed in West Bengal in the interest of public health under provisions of the 2006 Food Safety and Standards Act as tobacco and nicotine are harmful to health. The communication of the West Bengal State Government and Food Safety Commissioner Taban K. Rudra states that the sale of foodstuffs with tobacco or nicotine as an ingredient has been prohibited as it is harmful to the health of all. The permanent ban is enforced by the state Department of Health, the state Food and Drug Administration and local police.




 

Mamata Banerjee's government first banned Gutkha Paan and other tobacco products in 2019. West Bengal government has decided to ban voukhas, betel spice and several other tobacco products in 2019 for the first time ever.    

In West Bengal State, the production, storage and distribution of tobacco, nicotine and Gutkha Pan masala ingredients and foods is prohibited on November 7, 2021 and November 6, 2022. On 8 November, Tapan K. Rudra, Director General of Food Safety and Health in West Bengal, imposed an end to the production, storage, sale and distribution of gutkha and tobacco products for one year. It has been successful in states that ban the production, storage and sale of vouchers and Baccy products from November 8, 2021.

In an effort to eradicate COVID-19 in the state in the coming years, the Haryana government extended the prohibition on sale and production of Gutkha and Panmasala one year ago. The one year ban on the manufacture and sale of tobacco products which enters into force on 7 November 2021 is announced "with public health in mind" by the West Bengal Ministry of Health.

According to an official notice, Food Safety Commissioner Sanjay Kumar prohibited the manufacture, storage, transport, distribution, display and sale of panmasala under 12 Panmasala brands for a period of a year from today (30 August 2019) using the powers of the Food Safety and Standards Act of 2006. Guidelines to tighten restrictions have been sent to several communities, including Calcutta and its police chiefs, district judges and senior health officials
Haryana Government Banned Tobacco Products.  

The Haryana government banned tobacco products such as Panmasala and Gutka for a year last year, in response to the COVID Pandemic, and people could not spit in public places. In 2019, the state government issued a notice criminalising shops selling things such as nicotine.   

The state government earns a lot of tax revenue by selling things that contain nicotine. The sale of such products brings more tax revenue to the state government. The state government has generated much tax revenue from the sale of nicotine and tobacco.   

They banned the sale, manufacture, distribution and storage of Gutka and its variants. Many states have tried to curb its immense popularity by taxing or banning the sale of the product.    

Bihar, Rajasthan, Maharashtra, Uttarakhand and other states have nationwide sales and purchase bans on Panmasala and Gutkha. The Bihar government imposed a total ban on the state government on April 5, 2016. The ban was introduced after Nitish Kumar's government came to power and imposed a total ban in Bengal and the neighboring state of Bihar.
