The Indian navy announced in a statement on Tuesday that investigations were being conducted by the relevant government agencies into the alleged leak of information by unauthorised personnel. An official with the Central Bureau of Investigation (CBI) said the agency launched the operation during a secret operation involving two retired naval officers and many private individuals last month in which they were taken into custody alongside the acting naval commander. CBI also questioned a number of officers, five of whom were affected, and the navy statement said that alleged information leaked by the suspects was of an "administrative and commercial" nature and had come to light by "unauthorised personnel".

Sources said that the investigative agency had been monitoring activities of a large number of ex-soldiers and officers of the three services, which led to arrests in the case. ANI is one of the investigative authorities that has overseen the activities of a large number of ex-officers, which has led to the most recent arrests in the case. Further arrests were possible as more leads were received by authorities, it added.    

An official, who wished to remain anonymous, said secret actions were launched last month in connection with the upgrading of Russian Kilo-class submarines in the Indian fleet. Source of the case was a leak of sensitive information to the Central Bureau of Investigation (CBI) that came to light earlier this month after the agency carried out raids in 19 locations, including Delhi, Noida, Hyderabad and Delhi, among other places. The CBI began its work after being told that intelligence services were monitoring the activities of the three officers on their way back from overseas.

Officials claimed on Tuesday that the CBI had arrested five people, including a senior naval officer, for allegedly passing classified information about an ongoing submarine project in exchange for unpaid gratification. Two days earlier, police in Punjab arrested an Indian army soldier for allegedly passing sensitive and classified information to Pakistan's Inter-Services Intelligence. The suspects, including serving Indian Navy officers and two retired naval officers, were arrested from various locations across the country last month, sources said. The suspects received classified information about the class of submarines, on Tuesday. 

In February 2018 an Indian army officer with the rank of group leader was arrested for allegedly giving classified information to Pakistan inter-services intelligence. Two days ago, another Army Jawan was arrested in Ferozpur Cantt, Punjab, for allegedly leaking information. According to the sources, the investigating authority has closely monitored the activities of a large number of former soldiers and officers from all three military departments, which has led to the case and the arrests. Further arrests are possible, the CBI claims, as it has received more information.    

It is alleged that the commander, a senior naval officer who serves with the Western Naval Command in Mumbai, discussed crucial details of the ongoing submarine project with two retired Navy personnel for alleged unlawful gratification, officials said. The anti-corruption unit of the agency dealing with sensitive and high-profile corruption cases conducted a forensic analysis of the digital products that the official used to understand how the information came into the hands of people with vested interests, the two retired officers said. "The CBI carried out the forensic analysis to understand whether information had fallen into the hands of people with special interests," it said.
